How cold does it have to be in upstate/central new york for school to close?

I'm in Hannibal, NY, it's around Oswego and about 35 minutes away from Syracuse. Tomorrow there calling for a temperature of -9 degrees Fahrenheit with a wind chill of about -18. Would schools close if it's that cold?
