Maybe she wasn't ready but didn't know how to tell you. You could call her and apologize if you made her feel uncomfortable. Tell her you had a fun time and ask if she would want to do something else. If she turns you down, then you know. If you do go out again, pay attention to her body language. Let her make the move but go along with it. I don't really know what else to tell you.
