Is Steve Bruce the best manager in the Premier League?

He got Birmingham promoted in the Premier League and finished in the top ten in their second season. Yes I know Birmingham were relegated but he got them straight back in the Premier League and they looked on course of not going down again till he left. And he has done wonders at Wigan Athletic by keeping them in the top ten considering they just escaped relegation last season
