My balsa wood tower isn't leveled?

It's a triangular shape and one side is taller than the other two by not even an inch. I can't fix it because I'd have to reconstruct one whole part of the panel. Which is more important to be leveled: the base or the top of the tower? Besides reconstructing, are there other ways to fix it?
