Will torturing detainees really stop violence. Or should I say, other violence?

Cheney must have found a scuff in his Darth Vader cap, because he is mad as heck. He thinks that the U.S. should keep up with the Gulag tactics, and then and only then, can we intimidate or scare those that hate America. And recently he's been predicting terror attacks with nukes. Is he the new public relations guy for terrorist?
